Code Enforcement Officer – Job Posting 

Description

The code enforcement officer performs a variety of technical duties in support of the City’s local code enforcement program; monitors and enforces a variety of applicable ordinances, codes, and regulations related to zoning, land use, nuisance, property maintenance/building codes, health and safety, blight, graffiti, and other matters of public concern; and serves as a resource and provides information on City regulations to property owners, residents businesses, the general public, and other City departments and divisions. 

The City of Social Circle is seeking two qualified individuals for these 24 hours per week part-time positions.

Essential Duties 

  • Respond to complaints of City code violations, investigate possible infractions, conduct site visits to determine validity of complaints or to enforce codes; interview witnesses and gather information.  

  • Conduct field investigations; inspect properties for violations; attempt to make contact at the residence of business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform all follow –up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue citations and notices of violation as necessary. 

  • Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.  

  • Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.  

  • Prepare a variety of written reports, memos, and correspondence related to enforcement activities.  

  • Patrol assigned area in a city vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations. 

  • Serve as a resource to other City departments, divisions, the public, and outside agencies in the enforcement of city ordinances to members of the public, contractors, business owner, and other interested groups in the field, over the counter, and on the telephone. 

  • Locate vacant residences and businesses; secure buildings with proper material as necessary, post the property as necessary; check vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.  

  • May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.  

  • Maintain a complete and thorough knowledge of the City’s Ordinances, Unified Development Code, and Erosion and Sediment Control for Georgia. 

  • Encourage and promote a culture of excellent customer service. Answer phones; provide accurate information and assistance; refer to appropriate personnel when necessary. 

  • Assist in interpreting and communicating Unified Development Code requirements, processes and standards to the public and the development community. 

  • Maintain and update electronic and paper records in accordance with department retention policies. 

  • Assist in processing open-record requests. 

  • Attend public hearings, evening, and weekend meetings, as needed. 

  • Perform other related duties as assigned by the Community Development Director. 

Knowledge & Skills 

  • Knowledge of departmental and city policies and procedures and related federal, state, and local guidelines.  

  • Knowledge of city streets and geography.  

  • Knowledge of computers and job-related software programs. 

  • Skill in the analysis of problems and the development and implementation of solutions.  

  • Skill in the preparation of clear and precise administrative reports.  

  • Skill in oral and written communication.  

  • Knowledge of City and department policies and procedures.  

  • Knowledge of City, state, and national building codes.  

  • Skill in using independent judgment and discretion.  

  • Skilled in prioritizing and scheduling assignments.  

  • Skilled in communicating effectively with contractors, builders, developers, the public, and members of diverse cultural and linguistic backgrounds.  

  • Skilled in basic computer applications for word processing and spreadsheets.  

  • Ability to maintain routine records.  

  • Ability to establish and maintain cooperative and effective working relationships with others.  

  • Ability to operate City vehicles.  

  • Knowledge of operations, services, and activities of municipal code compliance program.  

  • Knowledge of pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance abatement, property maintenance, building, health and safety, and related areas.  

  • Knowledge of City services and organizational structure as they relate to code compliance.  

  • Knowledge of legal actions applicable to code enforcement compliance.  

  • Knowledge of methods and techniques of business correspondence and technical report preparation.  

  • Knowledge of modern office procedures, methods, and equipment including computers and supporting word processing and spreadsheet applications.  

  • Ability to independently perform a full range of municipal code enforcement and compliance duties.  

  • Ability to interpret and apply applicable codes, ordinances, and regulations related to zoning, nuisance abatement, environmental, and health and safety issues.  

  • Ability to research, compile, and collect data; prepare clear and concise technical reports; and make oral presentations, and testify in court.  

  • Ability to work independently without supervision.  

  • Ability to interpret maps, records, and legal documents.  

  • Knowledge of Microsoft Office Suite and Adobe reader. 

  • Skills in prioritizing and planning work. 

  • Ability to perform a considerable volume of detailed work in a complex and disruptive environment. 

Physical Demands / Work Environment 

  • The work is primarily performed out in the field. Employee may need protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shields. The work will also be performed in the office for administrative tasks. 

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping, the employee frequently lifts light and heavy objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell. 

  • Ability to work independently. 

Hourly Range: $19.00 - $29.00, based on experience 

 Minimum Qualifications 

  • Experience sufficient to understand the basic principles relevant to the major duties of the position, usually interpreted to require at least one year of related experience. 

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia and a satisfactory Motor Vehicle Record (MVR).
